CFTC Commissioner Criticizes Agency's Spending

The Commodity Futures Trading Commission is planning to spend too much money on staff and not enough on technology, Republican Commissioner Scott O'Malia said as the agency sent its spending plan for the rest of the fiscal year to Congress.
