Below is a list of European Union regulators and legislators who are playing a crucial role in the EU OTC derivatives debate.

 

Burkhard Balz
Member, Committee on Economic and Monetary Affairs, European Parliament

Burkhard Balz is a German politician and Member of the European Parliament. He was elected on the CDU ticket and sits with the European People's Party group. He is a member of the Committee on Economic and Monetary Affairs (ECON), the Special Committee on the Financial, Economic and Social Crisis (CRIS) and the Delegation for relations with the countries of Southeast Asia and the Association of Southeast Asian Nations (ASEAN).

Michel Barnier
European Commissioner, EC

Michel Barnier is a French politician of the Union for a Popular Movement and Vice President of the European People's Party. He was named Minister for Agriculture and Fisheries on June 18, 2007 and resigned on June 7, 2009 after being elected to the European Parliament.

 

Ugo Bassi
European Commissioner, EC

Ugo Bassi is Head of the Asset Management unit of DG Internal Market and Services at the European Commission. He was appointed to this role in 2009. Before being appointed Head of the Asset management unit, Bassi headed the Public Procurement unit in the EC. He has worked for the EC since 1997.

 

Sharon Bowles
Chair, Economic and Monetary Affairs Committee, European Parliament

Sharon Bowles became a member of the European Parliament in May 2005, and was re-elected in June 2009. At the start of her second term in Parliament, she made history by being elected as the first Liberal and first Briton to Chair the Parliament's influential Economic and Monetary Affairs Committee. Bowles has also been a substitute member of the Legal Affairs committee since January 2007. In February 2006 she was central in the formation of the Committee of Inquiry into the crisis of the Equitable Life Assurance Society. She is now a member of the Financial and Economic Crisis committee.

Nadia Calvino
Deputy Director General, European Commission

Nadia Calvino has been Deputy Director General for Mergers in the Directorate General for competition of the European Commission since 2006. Before that, she held several positions in the Spanish Ministry for Economy and Public Finance.

Pascal Canfin
Vice-chair, Special Committee on the Financial, Economic and Social Crisis, European Parliament

Pascal Canfin is a French journalist, politician and Member of the European Parliament elected in the 2009 European election. In the European Parliament he is Vice-Chairman of the Special Committee on the Financial, Economic and Social Crisis, and a member of the Committee on Economic and Monetary Affairs as well as of the Delegation for relations with the United States. He is substitute member of the Committee on the Internal Market and Consumer Protection and of the Delegation for Relations with the People's Republic of China.

Janet Neel Cohen
Chairman, Lords EU Sub-Committee on Economic and Financial Affairs

Janet Cohen is currently a non executive director of LSE plc (the London Stock Exchange) and Vice Chairman of the Borsa Italiana. She is also a non executive director of MCG plc. She is a Labour peer with a particular interest in trade, industry, taxation and communications and has spent the last four years as a member of the House of Lords European Union Committee and chairman of the sub-committee that deals with EU proposals for financial regulation, the EU budget and Trade.

Maria Teresa Fabregas
Deputy Head, Securities Markets Unit, DG Internal Market and Services, European Commission

Maria Teresa Fabregas is currently Deputy Head of the Securities Markets unit in the Directorate-General for Internal Market and Services, dealing with credit rating agencies, markets in financial instruments (MiFID), market abuse Directive and investor-compensation schemes issues. Previously, in the same Directorate-General, she has been responsible for the establishment of an EU regulatory framework for the provision of services (Services Directive).

Markus Ferber is a German politician and member of the European Parliament for Bavaria with the Christian Social Union in Bavaria, Member of the Bureau of the European People's Party. He sits on the European Parliament's Committee on Economic and Monetary Affairs.

Sylvie Goulard
Member, Committee on Economic and Monetary Affairs; Special Committee on the Financial, Economic and Social Crisis, European Parliament

Sylvie Goulard was born in Marseille on 6 December 1964. She was elected as a Member of the European Parliament for the West region of France in the 2009 European elections. As a MEP she is a member of the Committee on Economic and Monetary Affairs, Special Committee on the Financial, Economic and Social Crisis, as well as a substitute member of the Committee for Agriculture and Rural Development. Goulard is also a foreign affairs advisor, and president of the Mouvement Européen France.

Mark Hoban
Financial Secretary to the Treasury, UK Treasury

Mark Hoban was appointed Financial Secretary to the Treasury in May 2010. Prior to his current role, he was appointed the Shadow Financial Secretary to the Treasury in December 2005. Between November 2003 and December 2005 he was Shadow Minister for Schools. Prior to November 2003, he was an Opposition Whip. Between 2001 and 2003 Mark was a member of the Select Committee on Science and Technology.

Nadège Jassaud
Deputy Head of the Markets and Financial Stability Division, Banque de France

Nadège Jassaud is the Deputy Head of the Markets and Financial Stability Division for France’s central bank. Prior to her current role, Jassaud was head of the Marco Prudential Analysis unit of the Banking Studies Division at Commission Bancaire.

 

Syed Kamall
Member, Committee on Economic and Monetary Affairs, European Parliament

Syed Kamall is a Conservative Member of the European Parliament (MEP) for London, the city in which he was born. In Brussels he is a member of the influential Economic and Monetary Affairs Committee which sets the regulatory framework for London's financial services. Kamall sits on the advisory board of the Centre for Social Justice working to identify community based projects at the forefront of tackling poverty for the CSJ alliance. Before entering the European Parliament in 2005, he worked as a consultant to companies on marketing, strategy and public affairs, as well as running a recruitment business.

Werner Langen is a German politician and Member of the European Parliament for Rhineland-Palatinate. He is a member of the conservative Christian Democratic Union, part of the European People's Party.

 

Astrid Lulling

Astrid Lulling (born 11 June 1929 in Schifflange) is a politician in Luxembourg, and a Member of the European Parliament (1965-1974 and since 1989) for the Christian Social People's Party, part of the European People's Party. She is currently a member of Committee on Economic and Monetary Affairs and Parliament's Bureau.

Steven Maijoor
Chairman, European Securities and Markets Authority

Steven Maijoor is chairman of European Securities and Markets Authority (ESMA), which oversees financial regulations for the EC. Before ESMA, Maijoor was Director at the Netherlands Authority for the Financial Markets (AFM), where he was in charge of financial reporting, auditing issues, market integrity supervision and part of the business operations. He is also a part-time professor at both the Maastricht University and the VU University Amsterdam.

José Manuel García-Margallo Y Marfil (born on 13 August 1944 in Madrid) is a Spanish politician and member of the European Parliament with the People's Party. He is vice-chair of the European Parliament's Committee on Economic and Monetary Affairs.

Arlene McCarthy
Vice-chair, Committee on Economic and Monetary Affairs, European Parliament

McCarthy serves as the Chair of the Committee on Internal Market and Consumer Protection and has since 2009 served as the Vice-Chair of the Committee on Economic and Monetary Affairs. First elected in 1994, McCarthy was re-elected in 1999 to represent the newly formed North West England constituency. Being a member of the Party of European Socialists, she sits in the Progressive Alliance of Socialists and Democrats group.

Patrick Pearson
Head of Unit Financial Markets Infrastructure, European Commission

Patrick Pearson is Head of Financial Markets Infrastructure in the European Commission’s Internal Market Directorate General. Pearson is in charge of the team that is responsible for regulating OTC derivatives, clearing and settlement. He previously headed the Commission's banking regulatory team and was responsible for the Financial Services Action Plan.

Giles Radice
Chairman of the Economic and Financial Affairs, Trade and External Relations Subcommittee of the House of Lords

Giles Heneage Radice, Baron Radice PC is a Labour member of the House of Lords. He was the Labour Member of Parliament for Chester-le-Street from 1973 to 1983 and then North Durham until his retirement in 2001. He was made a Life Peer as Baron Radice, of Chester-le-Street in the County of Durham in 2001.

Hector Sants
Chief Executive, UK’s Financial Services Authority (FSA)

Hector Sants is a British investment banker and was appointed Chief Executive Officer of the Financial Services Authority in July 2007. In 1977, he joined the Research Department of Phillips & Drew, and from 1978 to 1983 he was the Senior Analyst responsible for Food Manufacturing and Overseas Traders sectors. In this capacity he achieved considerable success, regularly featuring in institutional client surveys and becoming a partner in 1984.

 

Edward Scicluna
Vice-Chair, Committee on Economic and Monetary Affairs, European Parliament

Edward Scicluna (born. October 12, 1946 in Naxxar, Malta) is an economist and a Member of the European Parliament elected on behalf of the Maltese Labour Party and sitting with the Progressive Alliance of Socialists and Democrats. He served as Chairman of the Malta Council of Economic and Social Development (MCESD) (1999–2003) and of the Malta Financial Services Authority (MFSA) (1997–99), an Electoral Commissioner (1987–93), a Director of the Central Bank of Malta (1996–2003) and a member of Malta's National Euro Change-over Committee (NECC) (2005–2008).

Peter Skinner
Member, Committee on Economic and Monetary Affairs, European Parliament

Peter Skinner has been a Member of the Economic and Monetary Affairs (ECON) Committee for 15 years and a European Parliamentary Labour Party spokesperson on financial and economic affairs.Within the ECON Committee, he takes a very keen interest in financial services legislation. Most recently Skinner was the Rapporteur (Parliamentary Sponsor) for the creation of the new European Supervisory Authority for Insurance and Occupation Pensions. In addition, Skinner currently chairs the European Parliamentary Insurance Caucus and is a Vice-Chair of the European Parliamentary Financial Services Forum.

Kay Swinburne
Member, Committee on Economic and Monetary Affairs, European Parliament

Swinburne is currently the European Conservatives and Reformists (ECR) Group's coordinator on the Economics and Monetary Committee in the European Parliament (ECON); and the ECR Group's coordinator on the Special Committee on the Financial, Economic and Social Crisis (CRIS). She is also a member of the EuroMed Parliamentary Assembly (DMED) and Welsh Conservative Party. A successful career in investment banking has equipped her with in-depth knowledge of the global financial markets. This, combined with her experience advising businesses in Europe and the US, has led to her appointment on the Economics and Monetary Affairs Committee in the European Parliament.

Carlos Tavares
Vice Chair, European Secruities and Markets Authority

Carlos Tavares chaired CESR from July to December 2010 and served as Vice-Chairman from February 2009. He has been Chairman of the Comissao do Mercado de Valores Mobiliarios (the CMVM) since October 2005. Before joining the CMVM, Mr Tavares was the head of the Bureau of European policy Advisers to the President of the European Commission, after having been Minister of Economy in the government of José Manuel Barroso. Prior to this, Mr Tavares has occupied a number of governmental positions, such as Member of the EEC Monetary Committee, Secretary of State for the Treasury, member of the EC Economic Policies Coordination Group and Director of the Research Department of the Ministry of Finance. In his professional life, Mr Tavares has held a number of positions within financial institutions, and has also academic experience as a teaching assistant in the field of econometrics and macroeconomics. Mr Tavares studied economics at Oporto University.

Managing Director of Financial Services, Her Majesty’s Treasury

Jonathan Taylor is managing director of financial services at HM Treasury in the UK. Before joining the Treasury in early 2010, Mr. Taylor was director-general of the Association of Financial Markets and the London Investment Banking Association, a managing director at UBS, and director of the Treasury’s macroeconomic policy and international finance directorate.

Jonathan Adair Turner, Baron Turner of Ecchinswell is a British businessman, academic and chairman of the Financial Services Authority. He was formerly chairman of the Pensions Commission. His career with BP started in 1979 and he worked for Chase Manhattan Bank from 1979-82.
